He’s the key suspect in a homicide that happened last Sunday in Lynchburg at a Super 8 Motel.

Cousins is known to frequent the Fredericksburg area, as well as Orange and Spotsylvania Counties.

Cousins should be considered armed and dangerous.

On April 13, 2008, Deputy T. P. Connolly stopped a vehicle for a traffic infraction.  After investigating, Andrew K. Baker, 27, of Ruther Glen was charged with driving under the influence.  He was released on a personal recognizance bond and an arraignment date of April 16, 2008 was set.

On April 13, 2008, Deputy C. S. Wooldridge responded to a domestic in Woodford.  After investigating, John D. Kearns, 41, of Woodford was charged with 2 counts of domestic assault.  He was released on a personal recognizance bond and a court date of April 17, 2008 was set.

On April 14, 2008, Deputy J. K. Miller responded to a complaint of illegal dumping in Milford.  After investigating, Delontae M. Coleman, 20, of Bowling Green was charged on a summons with illegal dumping on private property.  His court date is July 25, 2008.

On April 15, 2008, Deputy F. L. Brennan and P. E. Ford responded to a disturbance in Carmel Church.  After investigating, Roseanna M. Sutherland, 34, and Craig F. Sutherland, 37, both of Bar Harbor, Maine were charged with being drunk in public.  Both were ordered held until sober and a court date of May 28, 2008 was set.

On April 15, 2008, Deputy R. J. Anderson responded to a domestic in Woodford.  After investigating, Kevin H. Curtis, 42, of Woodford and Henry H. Curtis, 78, of Woodford were charged with 2 counts each of assault and battery.  Judy M. Martin, 37, of Woodford was also charged with brandishing a firearm.  All were released on $1000 bond each and court dates were set for April 18, 2008.

On April 16, 2008, Deputy D. W. Mundie and Investigator M. M. Ellett were questioning a burglary suspect.  While speaking to him, they discovered marijuana growing at the residence.  Antoine T. Johnson, 18, of no fixed address was charged with manufacturing marijuana, breaking and entering, and 2 counts of felony larceny.  He was ordered held without bond and an arraignment date of April 18, 2008 was set.

On April 18, 2008, Deputy C. S. Overman responded to a domestic in Dawn.  After investigating, John D. Taylor, Sr., 57, of Dawn was charged with domestic assault.  He was released on a personal recognizance bond and a court date of April 24, 2008 was set.

On April 19, 2008, Deputy C. S. Overman responded to a report of a fight in the street in Woodford.  After investigating, Matthew C. Riley, 24, of Woodford was charged with domestic assault.  Bond and court information were not available.

On April 19, 2008, Deputy C. S. Overman responded to a domestic in Bowling Green.  After investigating, Carlos M. Gonzalez-Rodriguez, 50, of Bowling Green was charged with domestic assault.  He was released on a personal recognizance bond and a court date of April 24, 2008 was set.

According to Sheriff Tony Lippa, Caroline Deputies made 3 drug arrests, 1 driving under the influence arrest, 21 domestic violence arrests, and 51 other criminal arrests during the past week.  The deputies served 243 civil papers, issued 249 traffic summonses, handled 15 motor vehicle crashes, responded to 32 alarm calls, and dealt with 13 juvenile offenders.  The Sheriff’s Office Communications Center dispatched 441 calls for service and handled 1,077 telephone inquiries.  The CCSO also logged 40 calls assisting outside agencies and had 226 self initiated calls.

On February 6, 2008, Deputy K. H. Eichenmiller stopped a vehicle for a traffic infraction and issued a summons. After further investigation, on April 10, 2008, David K. Smith, 42, of Ruther glen was charged with forging a summons, identity theft, speeding, and driving on a suspended driver’s license. He was ordered held without bond and an arraignment date of April 11, 2008 was set.

On April 10, 2008, Deputy J. O. Cecil responded to a citizen requesting advice in Carmel Church. After investigating, Mary L. Chavis, 35, of Pembroke, NC was charged with soliciting for prostitution. She was held under a $3500 bond and an arraignment date of April 16, 2008 was set.

On April 11, 2008, Sergeant J. W. McCarty, Deputies B. N. Doucet, C. M. Polliard, and C. S. Wooldridge responded to an address in Ruther Glen in reference to a party that involved underage drinking. After investigating, James A. Stanley, 42, and Linda L. Stanley, 43, both of Ruther Glen, were charged with 11 counts each of contributing to the delinquency of a minor. They were also charged with 6 counts each of providing alcohol to adults under the age of 21. Both were ordered held under a $5000 bond and an arraignment date of April 15, 2008 was set. At the same event, Christopher A. Holman, 18, of Ruther Glen, was charged with assaulting a law enforcement officer. He was ordered held under a $1500 bond and his arraignment date was set on April 23, 2008. Six other adults were released on summonses for underage possession of alcohol pending trial on May 23, 2008.

On April 11, 2008, Deputy C. A. Heywood stopped a vehicle for a traffic infraction. After investigating, Herman P. Calhoun Jr., 46, of Mechanicsville was charged with driving under the influence. He was released on a personal recognizance bond and a court date of April 23, 2008 was set.

On April 12, 2008, Deputy T. P. Connolly stopped a vehicle for a traffic infraction. After investigating, Jesse B. Beverly, 42, of Ruther Glen was charged with driving under the influence. He was released on a personal recognizance bond and a court date of April 16, 2008 was set.

On April 12, 2008, Deputy W. D. Lipscomb attempted to stop a vehicle for a traffic infraction. The vehicle refused to stop. After causing the vehicle to stop, Tony W. Washington, 47, of Milford was charged with felony eluding, driving under the influence – 2nd, offense, refusing to submit to a breath test, obstruction of justice, driving on a revoked drivers license and failing to register a vehicle. . He was ordered held without bond and an arraignment date of April 14, 2008 was set.

Goodall, Jr., 36, of Doswell was charged with driving under the influence – 2nd, offense, refusing to submit to a breath test, and driving on a revoked driver’s license. A heated dispute over a man’s fighting ability landed the man in the cooler Monday, police said.

Jamair Odell Ellis, 21, of Unionville ended up in jail on drug and other charges stemming from an incident in Spotsylvania County.

On March 28, 2008, Major C. S. Moser was contacted in reference to a forged medical note without the Doctor’s permission. After investigating, Frances D. Limberick, 50, of Bowling Green, was charged with forgery and an April 9, 2008 trial date was set.

On March 29, 2008, Sergeant R. L. Hixson stopped a vehicle driven by Brian A. Hill, 27, of Clinton Maryland for weaving and impeding the flow of traffic. After investigating, Mr. Hill was found in possession of marijuana first offense, trial date of May 14, 2008 was set.

On April 1, 2008, Deputy W. D. Lipscomb stopped a vehicle for a traffic violation. After investigating, Richard John Pietras, Jr., 23 of Colonial Beach, VA was charged with driving while suspended and possession of marijuana. Trial date of May 16, 2008 was set.

On April 1, 2008 Sergeant R. L. Hixson responded to a domestic which took place in Rappahannock Academy area. After investigating, George Fisher, 61, of Rappahannock Academy was charged assault on a family member. An April 3, 2008 trial was set.

On April 2, 2008, Deputy T. P. Connolly responded to New Baltimore road on a disturbance call. After investigating, Jelonny C. Ross, 25, of Bowling Green was charged with being drunk in public. A May 14, 2008 trial date has been set.

On April 3, 2008, Deputy W. D. Lipscomb stopped a vehicle on Rt. 606, for defective equipment. After investigating, Tracy R. Houston, 46, of Fredericksburg was subsequently arrested for driving under the influence and being declared a habitual offender. A May 16, 2008 trial date has been set.

On April 3, 2008, Deputy J. K. Miller, observed a vehicle driven by Michelle Ringler, 37, of Ruther Glen. After investigating, Ms. Ringler was charged with driving while suspended and child endangerment. Two trial dates were set, one on April 7 and the other on April 8, 2008.

On April 4, 2008, School Resource Deputy C. M. Hall is investigating an incident at the Caroline Middle School to which a 14 year old male subject was found in possession of a box cutter. There were no other incidents with this investigation and no further information will be released.

On April 5, 2008, Deputy W. D. Lipscomb stopped a vehicle for two traffic infractions. After investigating, Darwin K. Kenner, 28, of Whitestone was charged with fail to use a turn signal, defective equipment, and driving under the influence.

On April 5, 2008, Deputy C. A. Heywood responded to a Ruther Glen address on a reported domestic disturbance. After investigating, Edward E. Esturiene, 44, of Ruther Glen was charged with being drunk in public and knowingly making a false report as to the commission of a crime to a law enforcement official with the intent to mislead. A May 14, 2008 trial date has been set.

12 year-old boy saves mother by killing attacker, police undecided on whether to file charges.

The 12-year-old boy had finished his homework and was playing a video game when he heard his mother cry out. Rushing to her aid, he found her on the kitchen floor, straddled by a fellow resident of their Prince George’s County boarding house, the man’s hands wrapped tightly around her neck, the boy said yesterday.

“I kept saying, ‘Stop! Stop! Stop!’ ” the boy said, describing the events of Monday night. “But he just ignored me. He didn’t stop. He just kept hurting her.”

The boy said he grabbed a knife and swung, slashing 64-year-old Salomon Noubissie across the neck and opening an artery. Noubissie was fatally wounded.

The mother, Cheryl Stamp, said she did not immediately understand what had happened. “What did you do?” she said she asked her son.

“He didn’t say anything,” she said. “But I knew when I looked in his eyes. I said, ‘Oh, Lord.’ ”

Law enforcement officials were reviewing evidence yesterday and had not decided whether to file charges. Their preliminary account of the incident broadly matches that of the boy and his mother.

“In Maryland, there can be a legitimate defense of third parties in the event of a violent attack,” State’s Attorney Glenn F. Ivey said. “That is a possibility in this case.”

No, it’s not a matter of “possibility”. So, it was all a plot by this evil 12 year-old to kill this guy (must have been those evil video games)? What other possibilities are there besides the story of the mother and the son (where the police’s own account match with their’s)?

On March 23, 2008, Deputy W. D. Lipscomb responded to a domestic.  After investigating, Maricha L. Jordan-Anderton, 42, of Milford was charged with domestic assault.  She was released on her own recognizance and an arraignment date of March 25, 2008 was set.

On March 24, 2008, Deputy W. M. Jones encountered a subject in Ladysmith.  After investigating, Ishmail Rios, 33, of Midlothian was charged with being drunk in public.  He was released on his own recognizance and a court date of March 18, 2008 was set.

On March 24, 2008, Deputy C. M. Polliard stopped a vehicle for a traffic infraction.  After investigating, Fred C. Miller, 49, of Burlington, NC was charged with being a fugitive from Maryland.  He was ordered held without bond pending his extradition to Maryland.

On March 29, 2008, Deputy B. N. Doucet responded to the Howard Johnson’s in Ruther Glen in reference to a domestic violence call.  After investigation, Terrance Shawn Mosley, 43, of Ruther Glen, was charged with domestic assault and held without bond pending an April 1, 2008 trial date.

On March 29, 2008, Deputy F. L. Brennan stopped a vehicle on Rt. 639, driven by Debra D. Weinstein, 53, of Ruther Glen who was subsequently arrested for driving under the influence.  An April 4, 2008 trial date has been set.

On March 29, 2008, Deputy C. S. Wooldridge responded to an address on Cedon Road in Woodford on a reported incident involving an adult with a juvenile who appeared to be intoxicated.  After investigating, Russell M. Bowles, III, 24, of Woodford was charged with contributing to the delinquency of a minor (17 years of age).

The Free Lance–Star: Stafford deputies arrest fugitive:

Two broken windows in southern Stafford late Thursday led to the arrest of a man wanted for a slaying that occurred nearly four years ago and 3,000 miles away.

Dmarcus Dewitt George, 24, was among a group of young men at the Deacon Road 7-Eleven when Stafford 1st Sgt. J.D. Pittman pulled in.

Sheriff’s spokesman Bill Kennedy said Pittman was one of several deputies responding to a vandalism call on Grafton Street when he spotted two vehicles that matched the descriptions of those reportedly seen leaving the scene.

The slaying George is accused of occurred on June 21, 2004, according to a police report provided by the Pierce County Sheriff’s Office.

An arrest warrant for George in Washington was issued on Jan. 10, 2005. According to court records, 22-year-old Isaiah Clark was shot four times at a Shell gas station in Parkland, Wash.

Witnesses told police that George, who was in the back seat, shot Clark and the victim fell to the ground. Police said Clark was shot three more times after he had fallen. George is on Pierce County’s 10 Most Wanted list.

On March 18, 2008, Deputy C. A. Heywood stopped a vehicle for a reckless driving speed violation.  During the stop, Deputy Heywood detected an odor associated with marijuana coming from the vehicle, upon investigating further, Scott Anthony, 26, of Fredericksburg, was charged with reckless driving and possession of marijuana.  A court date is set on May 14, 2008.

On March 18, 2008, Lieutenant J. H. Crowder responded to a vehicle in the ditch near 994 Swann Lane, Ruther Glen.  Upon investigating, Bernard McCargo, 46, of Beltsville, MD, was arrested for driving under the influence and refusal to submit to a breath test.  He was held under a $2000 bond and an arraignment date of March 19, 2008 was set.

On March 19, 2008, Deputy M. J. O’Connor responded to a Ruther Glen address for a domestic assault call.  After investigating, Cantrell Green, 19, of Ruther Glen was charged with domestic assault.  He was released on a personal recognizance pending a March 25, 2008 court date.

On March 19, 2008, Deputy G. J. Hamilton responded to a Ruther Glen address for a disturbance call.  After investigation, Lloyd V.
