Palestinian Election Commission Visits Caroline County Registrar’s Office:

Thursday, July 31, 2008 Caroline County registrar’s office hosted a visit from members of the Palestinian Election Commission. Pictured above (left to right) are Danette Moen, General Registrar, Suhair Dweik, an attorney who serves as the head trainer of the Election Commission, Vladimir Pran, Chief of Party for the International Foundation for Electoral Systems (IFES), Hisham Kuhail, the Chief Executive Officer of the Election Commission, Luther Morris, Vice Chairman of the Caroline County Electoral Board and Barbara Cockrell of the State Board of Elections (SBE) in Richmond.

The Election Commission arrived in Virginia on Sunday evening and attended the 2008 SBE Election Uniformity Workshop. The workshop was held Monday through Wednesday in Richmond. Thursday they visited DMV headquarters in Richmond to see how Virginia’s Motor Voter program works. Their trip also included tours of the SBE offices, the Capital and Henrico Department of Social Services before stopping by Caroline County on their way to Washington DC.

The purpose of the trip was to see how Virginia handles Voter Registrations. At present Palestine has one day a year for voter registrations and they are interested in seeing the many options for voter registration in the Commonwealth.

Who is Hisham Kuhail? Well, from The Chronicle of Higher Education (March 28, 2003):

In the West Bank, all Palestinian universities that were not previously closed by Israeli military orders suspended their operations for a few days. At Birzeit University, the oldest Palestinian institution, officials said that because Israel does not provide gas masks to Palestinians, the administration had decided students should remain home with their families in the event of an Iraqi attack with Scud missiles carrying chemical weapons. “The Israelis don’t even think about this for Palestinians,” said Hisham Kuhail, deputy minister of higher education for the Palestinian Authority.

And when did it become the responsibility for the Israelis to give gas masks to Palestinians?

The Palestinian Authority has been given $3,000,000,000.00 since 1993 from various countries (Edmonton Journal, April 22, 2002), and they have money to give to the families of suicide bombers, but they can’t provide for their citizens.

Oh, and didn’t Yasser Arafat have a massive mansion before he died? And didn’t he have $1,000,000,000.00 in his portfolio, most of it taken from the Palestinian Authority (CBS News)?

And the last time Iraq shot Scuds at Israel, the Palestinians were on the roof-tops cheering.

At the Ministry of Higher Education, the Israelis scooped up computer disks and used explosives to destroy PCs, fax machines and other electronic equipment, Deputy Minister Hisham Kuhail says. “We have no secret information here,” says Kuhail, who estimates the damage at $ 289,000.

So, let me get this straight, the Israelis with their finite amount of explosives destroyed approximately 192 pieces of computer equipment ($289,000 / ~$,1500 a computer = ~192)?

That would require placing a piece of C4 on every single piece of equipment and detonating them.

Uh, wouldn’t dropping a couple bombs on the building be a hell of lot more efficient?

The Israeli government says it had to look everywhere: At the education ministry, there was material that will shed light on how Palestinian youngsters are taught to hate Israel and aspire to martyrdom as suicide bombers. In the home of the Nablus mayor, there was a secret laboratory for making explosives, Israel says.

From the Edmonton Journal (April 22, 2002):

Hisham Kuhail, an undersecretary in the six-story Ministry of Higher Education, stood atop a broken computer in a hallway crammed with cracked, smashed and burned computers, printers and copiers.

“They were on a mission of destruction only. … I could understand what they were doing if they’d come in looking for guns. But here? Guns? There is no single reason for what they were doing here,” Kuhail said.

Israeli army officials acknowledged searching the ministries but denied any attempt to deliberately cripple public services. They also denied using explosives to destroy computers or documents.

“We searched them because we had to search them. In these searches, there’s a certain amount of disruption,” said one military official. “We do not know of wanton damage.”

Well, this is just great, at the very least we have a Fatah propagandist touring the local registrar’s office and the Virginia DMV headquarters.

James Yerby, Caroline County teacher for 31 years, passes away.

The Free Lance–Star:

James Nathan Yerby of Richmond passed away unexpectedly on Wednesday, July 23, 2008, as a result of injuries received in an automobile accident in Charles City County.

He was raised in a Christian home and joined Macedonia Baptist Church in Heathsville at an early age.

He later joined Moore Street Baptist Church in Richmond and was an ordained deacon and served in many other capacities until his death.

James was educated in the Northumberland County public schools. Upon graduation, he attended Virginia Commonwealth University earning a Bachelor of Science degree in elementary education in May 1975.

James began his career of teaching seventh-grade history in 1976 at Caroline Middle School, Milford, and continued until he retired in 2007.

He was more than just a colleague. He was a beloved brother and friend who inspired many people with his love for teaching and his daily quote of “God is good.”

He leaves to cherish his love and precious memory his devoted wife, Vernice; two sons, Patrick and Brandon; and one daughter, Tiffany, all of Richmond; a loving father, James Clinton Yerby of Heathsville; seven sisters, Margaret and her husband, James, of Wytheville, Jane and her husband, Darryl, of Christiansburg, Lorraine and her husband, Isaac, of Richmond, Loretta of Washington, D.C., Patricia of Bowling Green, Sheila and her husband, Calvin, of Ruther Glen, and Carol A. Yerby of Heathsville; one sister-in-law; one brother-in-law; and a host of nieces, nephews, cousins, other relatives and friends.

He was preceded in death by his mother, Mary Othella Taylor Yerby; a twin brother, John; and a sister, Betty Jo.

A viewing will be Thursday, July 31, from noon to 8 p.m. at C.W. Edwards Funeral Home, 16476 Richmond Turnpike, Bowling Green, with the family receiving friends from 7 to 8 p.m. A viewing also will be held Friday, Aug. 1, from 5 to 7 p.m. at Moore Street Baptist Church, 1408 W. Leigh St., Richmond, Va. 23220.

A funeral will be held Saturday, Aug. 2, at 10 a.m., at Caroline County Community Services Center, 17202 Richmond Turnpike, Milford, Va. 22514, with the Rev. Alonza Lawrence officiating. Burial will be private at a later date.

If you take a look at the CCRC’s website, you would think that George Allen is running for the United States Senate this year based on the picture that is posted on their website (the Republican nominee is of course Jim Gilmore).

Of course, the reason that picture is still on their website is because the site hasn’t been updated since September 2006.

When I was there on Friday, the Caroline County Democratic Committee (CCDC) had a tent open with with at least three people handing out signs and materials and registering people to vote. (They also manage to keep their website up to date as well.)

What did the Republican Committee have at the fair?

NADA.

You have an election coming up when the citizens of Caroline County will help to choose the President, a Senator, and two Congressmen, and the local Republican committee can’t be bothered to pay a few dollars for tent space in an attempt to turn out votes for fellow Republicans?

On July 24, 2008, Deputy J.K Miller and Investigator M.M. Ellett conducted a follow-up investigation of a destruction of property, which occurred on October 17, 2007 in Ruther Glen. After investigating, Lloyd W. Thompkins, Jr., 22, of Ruther Glen was charged with Breaking and Entering and Destruction of Property. He was released on his own recognizance and a court date of August 1, 2008 was set.

On July 19, 2008, Deputy F.L. Brennan responded to Ruther Glen for a domestic disturbance. After investigating, Adam S. Seal, 32, of Ruther Glen was charged with Domestic Assault. He was arrested on July 20, 2008 by Sgt. M.W. Turner. He was released on his own recognizance and a court date of July 24, 2008 was set.

On July 19, 2008, Deputy J.K. Miller responded to Milford for a domestic disturbance. After investigating, Tony D. Barner, 23, of Milford was charged with domestic assault. He has a pending court date in Caroline Juvenile and Domestic Relations Court.

On July 20, 2008, Sgt. R.L. Hixson stopped Annmarie Lampersberger, 48, of Prince George for a traffic violation. Upon further investigation, Lampersberger was charged with Driving Under the Influence of Alcohol. She was held on a $2,000 secured bond and has a pending court date.

On July 21, 2008, Deputy B.N. Doucet responded to a Ruther Glen business for a shoplifting. After investigating, a female juvenile was charged with shoplifting. She has a pending court date in Caroline J&DR Court.

On July 21, 2008, Deputy S. Mullane stopped Alvin L. Shepherd, 46, of Bowling Green for a traffic violation. Upon further investigation, Shepherd was charged with Driving Under the Influence of Alcohol, 2nd offense, and Driving Suspended. He was held on a $2,500 secured bond and a court date of July 23, 2008 was set.

On July 22, 2008, Deputy T.P. Connolly stopped Gustive P. Stephens, 34, of Woodford for a traffic violation. Upon further investigation, Stephens was charged with Driving while Revoked, Driving after Forfeiture of License and Possession of a Concealed Weapon by a Convicted Felon. He was ordered held without bond and a court date of July 23, 2008 was set. Additionally, a passenger in the vehicle, Christopher A. Thomas, 24 of Spotsylvania was arrested on an outstanding Possession of Marijuana warrant out of Orange County and an outstanding Capias out of Spotsylvania County. Thomas was ordered held without bond and a court date of July 24, 2008 was set.

On July 23, 2008, Deputy J.K. Miller responded to a Ruther Glen business for a disorderly subject. Upon further investigation, Richard P. Bender, 54, of Vero Beach, Florida was charged with being Drunk in Public. He was released on his own recognizance and a court date of September 17, 2008 was set.

On July 23, 2008, Deputy J.K. Miller charged Sandra F. Phelps, 42, of Woodford for Filing a False Police Report. This incident was related to an incident, which occurred on March 23, 2008. Phelps was released on her own recognizance and a court date of August 8, 2008 was set.

On July 24, 2008, Deputy C.M. Hall responded to Bowling Green for a protective order complaint. Upon further investigation Kimberly S. Ackerman, 46, of Woodford was charged with Violation of a Protective Order. She was released on her recognizance and a court date of August 5, 2008 was set.

On July 25, 2008, Deputy J.O. Cecil responded to Milford for a domestic disturbance. Upon further investigation, Michael D. Minnick, 24, of Milford was charged with Domestic Assault. He was released on a $2,500 unsecured bond and a court date of July 31, 2008 was set.

On July 25, 2008, Deputy C.M. Polliard stopped James S. Green, 44, of Maryland for a traffic violation. Upon further investigation, Green was charged with Driving a CMV While Under the Influence of Alcohol. He was released on a $1,500 unsecured bond and a court date of August 1, 2008 was set.

On July 25, 2008, Sergeant R.L. Hixson stopped Marshall D. Waggy, 30, of Mechanicsville for a traffic violation. Upon further investigation, Waggy was charged with Possession of Marijuana and Improper Stopping on the Highway. Waggy was released on a summons and a court date of September 3, 2008 was set.

On July 25, 2008, Deputy P.E. Ford responded to a Milford business for a report of an intoxicated person. Upon further investigation, William E. Bartges, 35, of Woodbridge was charged with being Drunk in Public. He was released on his own recognizance and a court date of August 19, 2008 was set.

On July 26, 2008, Deputy J.K. Miller stopped Bow M. Little, 40, of Newport News for a traffic violation. Upon further investigation, Little was charged with Possession of Marijuana. Little was released on a summons and a court date of August 15, 2008 was set.

On July 26, 2008, Deputy J.K. Miller stopped Katita L. Criego-Leonard, 36, of Culpeper for a traffic violation. After nearly striking the Deputy with her vehicle, Criego-Leonard was charged with Assault on a Police Officer. She was ordered held on a $1,500 secured bond and a court date of August 6, 2008 was set.

On July 26, 2008, Deputy P.E. Ford stopped Gregory W. Deloach, 23, of Upper Marlboro, Maryland for a traffic violation. Upon further investigation, Deloach was charged with Reckless Driving by Speed. He was released on a $2,500 unsecured bond and a court date of August 6, 2008 was set.

Caroline County Sheriff’s Office’ Wrap Up

According to Sheriff Tony Lippa, Caroline Deputies made 6 drug arrests, 5 DUI arrests, 15 domestic violence arrests, and 66 other criminal arrests during the past week. The deputies served 226 civil papers, issued 229 traffic summonses, handled 9 motor vehicle crashes, responded to 40 alarm calls, and dealt with 12 juvenile offenders. The Sheriff’s Office Communications Center dispatched 579 calls for service and handled 2,001 telephone inquiries. The CCSO also logged 32 calls assisting outside agencies and had 278 self-initiated calls.

Caroline County’s Telecom Consultant: “Conflict of interest? What’s that? …Seriously?”

At the July 22, 2008 meeting of the Caroline County Board of Supervisors, there was a public hearing about a proposed special exemption permit (SPEX-01-2007) for a communications tower in the Reedy Church District.

The proposed location is approximately 1.7 miles away from the soon-to-be new home of the State Fair of Virginia. The company pursuing the new tower is National Communication Towers, LLC (NTC).

AT&T, nTelos (a provider of PCS coverage in Virginia), as well as wireless broadband provider CVA Link, have all sent letters of intent expressing their interest in this communications tower to NCT.

AT&T even sent an engineer to the meeting to express their support for the tower and to provide information on how much more coverage the tower would provide to the surrounding area, including areas that currently have little to no coverage.

Caroline County employs Atlantic Technology Consultants, Inc. (ACT) as consultants on telecommunication issues. The president and chief operating officer (COO) of ATC is George Condyles.

Condyles stated that based on his analysis, this tower in Caroline County is not needed due to the fact that Hanover County is building a tower in Hanover for their emergency communications system.

However, both AT&T and nTelos both refute this assertion and even provided maps showing that the Hanover County tower would provided little areas of new coverage, and might even interfere with existing tower locations in the area.

So it seems that Condyles thinks he knows more about AT&T’s and nTelos’s equipment than the respective companies do: He says that the companies would get just as good coverage from the Hanover County tower as from NCT’s, assertions that both companies refute. Let’s see, who would know more about the way a wireless company’s equipment works? A “consultant” with no experience at the companies, or the people employed by AT&T and nTelos that set up new antennas tens, if not hundreds, of times a year?

Every other sentence out of Condyles’s mouth was about how great the Hanover County tower would be.

At one point, when talking about Hanover’s tower, Condyles stated, “I’m not a business agent of Hanover County, I just live there.”

Well, you do more than just live there Mr. Condyles, you happen to be on Hanover County’s Architectural Review Board and you just happen to list Hanover County as a client on your company’s web page.

Who is the sole beneficiary of Hanover County having the only tower in that area?

Why, that would be Hanover County, of course.

If Hanover County had the only tower, they would have a de facto monopoly in the area.

Caroline County and its citizens wouldn’t benefit, either.

If the NCT tower in Caroline County was built, Caroline County would have free access to place antennas on the tower for its police, fire, public works, and public utilities radio frequencies, per the terms of the special exemption permit. If Hanover County had the only antenna, Caroline County would have to pay Hanover County for the use of their antenna.

The citizens of Caroline County wouldn’t benefit either. AT&T and nTelos won’t use the Hanover County tower because it wouldn’t provide any service to areas that lack service currently. However, the NCT tower in Caroline County would. The NCT tower would get AT&T cell phone coverage to the Route 301/Route 30 intersection as well as several miles of Route 301 north of the intersection as well.

Further, since the NCT tower already has a letter of intent from a wireless broadband provider, CVA Link, the NCT tower would provide broadband service to currently unserved areas of Caroline County, something that the Hanover County tower wouldn’t.

And if Virginia Broadband wants to provide coverage to that area of Caroline County, which would they prefer: a tower in Hanover County or one in Caroline County? Well, I would guess a tower inside Caroline County since that would provide more coverage for Caroline County (duh).

Suspects arrested in the abduction of Fredericksburg delivery driver.

Richmond Times-Dispatch:

Two suspects wanted in the abduction and robbery of a Fredericksburg delivery man were arrested in the city of Franklin shortly after 5:30 p.m. today, Fredericksburg police said.

Jermaine Montgomery, 34, and his girlfriend, Marcey White, 36, were arrested at a Wal-Mart in Franklin, said Natatia L. Bledsoe, spokeswoman for the Fredericksburg Police Department.

Yong Hui Zhang and his vehicle are still missing. His bronze 2004 Nissan Sentra had Virginia license plates JPB6401, police said.

“Locating the victim and his vehicle are our primary concern at this moment,” Bledsoe said.

Zhang’s family reported him missing Thursday night after the 24-year-old left the family’s restaurant to make deliveries.

Police said Montgomery used Zhang’s credit card at the Four Mile Fork Shell station in Spotsylvania County shortly after the delivery driver was reported missing.

“We remain hopeful of a positive outcome to these horrific circumstances for Mr. Zhang and his family,” Fredericksburg Chief of Police David Nye said in a statement today.

Violent abduction in Fredericksburg; areas of Caroline County searched.

Police are investigating what appears to be a violent abduction in Fredericksburg.

Investigators said Yong Hui Zhang left his parents’ China Express restaurant on Jefferson Davis Highway at about 9:20 p.m. Thursday to make three deliveries. When he didn’t return by closing time, his relatives contacted police.

Officers checked one of the delivery sites and found evidence of a violent crime. Officials said they found a large amount of blood and a shoe that could belong to Zhang.

Zhang and his vehicle, a 2004 Nissan Sentra, are still missing.

Zhyang is 24, about 5 feet 7 inches tall and weighs 140 pounds. He has slight facial hair and was last seen wearing shorts and a blue and white horizontally striped shirt. His four-door Sentra is bronze with Virginia license plates JPB6401.

Police have searched an area around Bull Church Road in Caroline County, and additional searches were to be conducted Friday.

Bull Church Road runs North-South from Cedon Road to Golansville Road.

Proof that Ellen Blitz is an incompetent reporter: The Free Lance–Dog Trainer makes changes to their story.

No ifs, ands, or buts.

Consider the opening paragraph (and sub-headline) of this recent story in The Free Lance–Star (get your own link [I refuse to link to that sorry excuse of a newspaper when incompetent morons like Ellen Blitz write the stories]):

A former Caroline County deputy and campaign worker for Sheriff Tony Lippa was arrested this morning by the Virginia State Police after allegations that he sexually abused a child.

Now, what does that paragraph say and what does it clearly imply?

It clearly states:

1.) The accused is a former Caroline County Sheriff’s Office deputy. True

2.) The accused worked for “Sheriff Tony Lippa”‘s campaign. FALSE

3.) The accused has been accused of sexually abusing a child. True

The problem with #2 is the following: It states he campaigned for Sheriff Tony Lippa. That means that he would have campaigned for Lippa in 2007 since Lippa didn’t become Sheriff until January 1, 2004. However if you bother reading down to paragraphs #5, 6, 8; you learn the following:

According to a story published in The Free Lance-Star in 2003, [the accused, Clyde Charles] Davenport put his name in that year to run for sheriff that year.

However, he did not continue with his own campaign.

[…]

Lippa said Davenport actually became a supporter of his and assisted by working on his 2003 campaign staff.

As stated above, Lippa was not Sheriff in 2003. So how was he a “campaign worker for Sheriff Tony Lippa”?

He wasn’t. As I can personally state, while I was going around causing trouble to the local politicians in 2007: I never saw the guy!

And now paragraph #1 and the sub-headline clearly implies the following:

1.) The accused worked for Sheriff Tony Lippa as a Sheriff’s Deputy. FALSE

When you get down to the ninth paragraph you learn the following:

Lippa said that Davenport never worked for the sheriff’s office while he was in office. He had already quit the force before Lippa took over.

It takes until the third to the last paragraph for the utterly useless and incompetent Ellen Blitz to point that out.

Who the heck is this woman’s editor? Better yet, who the heck is she? And what staggering constellation of editorial and journalist failures allowed this woman to command a pencil (to paraphrase a Penny Arcade comic)?

Of course, this isn’t the first time Ellen Blitz has failed to tell the truth in an newspaper article.

Consider a somewhat recent article where she flat out lies and states that to carry a concealed Taser requires that you have a concealed handgun permit. I e-mailed her alerting her to her error (reprinted without permission):

Ms. Biltz,

It is my understanding that tasers are NOT considered an illegal concealed weapon.

Back in July of 2007, an article in The Free Lance–Star stated: “[Fredericksburg Assistant Commonwealth’s Attorney Andy] Cornick said it is not technically illegal to conceal a Taser unless you are a convicted felon”.

Furthermore, tasers are not enumerated as a weapon that is illegal to conceal in §18.2-308(A).

While that is the case with most tasers, the gentleman to which that information was attributed was talking about the release of a new kind of taser that does require a concealed weapon permit. As stated in the story, they became available at the beginning of this year (after the story you cited was published).

My second e-mail [emphasis in original]:

What exactly is different about these new tasers? How can they be defined as “any pistol, revolver, or other weapon designed or intended to propel a missile of any kind by action of an explosion of any combustible material” (§18.2-308(A))? They apparently use compressed nitrogen. Compressed nitrogen isn’t a combustible material and isn’t employed through the use of an explosion.

And a concealed handgun permit only allows you to carry a handgun [emphasis mine]: “Any person 21 years of age or older may apply in writing to the clerk of the circuit court of the county or city in which he resides, or if he is a member of the United States Armed Forces, the county or city in which he is domiciled, for a five-year permit to carry a concealed handgun.” (§18.2-308(D))

And a handgun is defined as (§18.2-308(M)):
“Handgun” means any pistol or revolver or other firearm, except a machine gun, originally designed, made and intended to fire a projectile by means of an explosion of a combustible material from one or more barrels when held in one hand.

There’s no way that a concealed handgun permit would allow you to carry an concealed taser (if it was against the law to conceal a taser in the first place, which it isn’t).

No correction was issued in the past case and I don’t expect one in this case.

This is the caliber (no pun intended) of the crack journalism standards of The Free Lance–Star. If you want to extend the sample outside of just Ellen Blitz’s writing, there’s even more:

There’s Keith Epps making jokes about sexual battery (link). He has the same useless editor, Dick Hammerstrom, as Ellen Blitz.

And there’s Robin Knepper (and by extension, her editor, Phil Jenkins) who covers Orange County. She published a story in January 17, 2008 that stated, in part, the following:

LOWA officials blame Popowicz, now a Caroline County supervisor and a loan officer for Flagstar Bank.

“Bob Popowicz was given a lot of authority to make change orders and to direct the contractor to do things that cost money. He was not keeping track.”

No one is claiming Popowicz did anything illegal. Williams, the treasurer, said he thinks Popowicz and Century simply had “too close a relationship.”

A follow-up, also written by Knepper, was published on March 3, 2008:

The overruns are the result of change orders authorized by then-Assistant General Manager Bob Popowicz, who served as project manager for many Lake of the Woods building, repair and remodeling projects. Popowicz was elected to the Caroline County Board of Supervisors in November.

And then, finally, on March 22, 2008, more than two months later, Knepper bothered to get her facts straight:

The ad hoc committee’s report was released on March 1 and was reported in The Free Lance-Star the next day. Headlines on the story mistakenly attributed the $320,000 cost overruns to Caroline County Supervisor Bob Popowicz, who was the project manager through most of the construction.

Popowicz left his job as assistant general manager at Lake of the Woods in early October 2007. Four of the six change orders were approved after he left.

Although Popowicz served as project manager for the Woods Center construction, the Lake of the Woods’ operations manual states that the general manager is responsible for approving the purchase of all goods and services over $5,000.

In two letters to The Free Lance-Star, Popowicz took responsibility for signing four of the change orders, but he noted that they were ordered or approved first by the general manager. He also noted that change orders were often necessitated “by government and regulatory agencies” and were not anticipated by the contractors.

Oh, we can’t forget the moron, Frank Delano (and, again, by extension, his editor Phil Jenkins) that called a convicted terrorist a “Palestinian activist”!

I have another question, in the original story by Frank Delano, he states that the convicted terrorist was to be deported to Palestine. There is no country by the name of “Palestine”. How the hell do you deport someone to a country that doesn’t exist? Does this guy have a college education? Did he have to take a geography class in school at anytime?
