The Free Lance-Star: Caroline seeking to boost tourism:

Caroline County expects more than 200,000 tourists will stop by annually once its visitor center opens at Carmel Church this August.

Based on what study?

They’re saying that 547.9 people a day are going to go to the visitors center!

They’re saying that eight times the county’s population will go every year!

How many of these people are just going to go in, go to the bathroom, and leave? How much money is that going to cost? This is going to drive customers away from McDonald’s and Burger King which actually bring money into the county!

So Caroline administrations are preparing by taking applications for the county’s first full-time tourism manager, a position that will probably be filled this month.

“By starting now, they can help get that space in working order so when the public comes they can have a wonderful experience,” said Gary Wilson, Caroline’s economic development director.

Caroline currently has a tourism director, who also manages the county’s tourism Web site. So far, about 65 people have applied for the additional manager position, which will pay between $36,145 and $54,468, plus benefits.

Whoever is hired will not only manage the $2.4 million, 5,000-square-foot center just off Interstate 95, but also help promote such attractions as the State Fair, which opens next year at The Meadow, birthplace of Triple Crown winner Secretariat.

Remember this when the county says they have to borrow money and raise your taxes to pay for a school! They had plenty of money for the visitors center!

There’s some serious money per square footage too:

Visitors Center: $2,400,000 / 5,000 square feet = $480 per square foot

Ladysmith Elementary School: $19,800,000 / 100,000 square feet = $198 per square foot

County Administration Building: $3,700,000 / 18,150 square feet = $204 per square foot

Of course, the county administration building will only hold 20 full-time personnel.

“The State Fair is not just two weeks a year, which is what most people think,” Watson said. “It will be doing fun things all the time.”

Uh…I’m going to assume that’s supposed to be “Wilson”; but I demand a correction nevertheless! :)

Really, what are the State Fair grounds going to do when the Fair isn’t going?

Hasn’t Fredericksburg resorted to subsidizing the Expo Center in Fredericksburg?

Other Caroline County attractions include the 40,000-square-foot Virginia Sports Center, a popular venue for youth sports tournaments; Pendleton and Mattaponi Springs golf courses; and the historic town of Bowling Green, which is near where Lincoln assassin John Wilkes Booth was killed.

What about the Four Winds Club’s Public Golf Course? It always seems that Port Royal is forgotten about (heck, Calvin Taylor took credit for Pendleton and Mattaponi Springs as the first golf courses in the county when Four Winds has been here for decades!).

What historic tourism events are there in Bowling Green? I can’t think of any. The Old Mansion is a bed and breakfast and isn’t open to the public.

The only historic site that I can think of is the Jackson Shrine (hey, isn’t that in the Port Royal district, too?).

There’s the Lyceum that hasn’t been restored in Port Royal too. There’s the two surviving chimneys of Dorothy Roy’s home. None of the historic structures in Port Royal are open to the public that I’m aware. All the old homes are currently occupied.

Uh…John Wilkes Booth was killed a heck of a lot closer to Port Royal than Bowling Green. Too bad the visitors center is on the other side of the county! Besides, all there is to see where Booth was killed is a sign by the road…

Looks like the visitors center was built in the wrong part of the county!

Wilson said there’s no way to predict the economic impact the new tourism manager and visitor center will have, but he expects the county will see an uptick in meals- and lodging-tax revenues. They’ll also make it easier to recruit new tourist attractions, as well as other businesses, since his office will move from Bowling Green to the center.

“Of course not, we can’t predict how much money this will waste.” Or as Jeff Sili has said, “[t]he Visitor Center does not have to be just a fancy office for Wilson and a way to move county employees out of our county seat to further undermine the business climate”.

I guess Gary Wilson needs a pretty nice office to spend time editing Wikipedia.

“I-95 is like a river with money rolling through it,” he said. “We need to be able to dip into that river and bring that money into the county. We’ve never had an opportunity to do that before.”

Bye-bye proffers; hello impact fees?

The Free Lance-Star: Senate advances bill to replace proffers:

A controversial bill that would dramatically revamp the way localities get development to pay for itself won approval from a Senate committee yesterday, clearing the way for a vote from the full Senate.

Sen. John Watkins’ bill would replace the current proffer system with capped impact fees, something developers want but has local government leaders complaining.

Watkins told the Senate Finance Committee that the proffer system is “out of hand, it is out of control” because some localities charge proffers of up to $40,000 per new house. He said that raises housing prices, making homeownership less affordable, and artificially inflates real estate taxes.

  1. Discussion of K-5 School Concept

The K-5 school concept would have kindergarten through fifth grade in one building as opposed to have a separate primary and elementary school. According to studies that have been conducted it is more effective for students to be in one school for kindergarten through fifth grade (according to the study the students lose up to three months getting used to a new school and personnel). There was discussion on breaking up the students going to Bowling Green Primary and Elementary Schools and changing each of the schools into a K-5 school.

  1. Composite Index Discussion

Due to the composite index increasing (meaning the state claims the county can better fund schools this year than last year), the county will receive $1,000,000.00 less this year than last year. The composite index currently states that Caroline County is better able to fund their schools than Spotsylvania or Stafford Counties.

Since I’m lazy, here’s an email I wrote to someone on the composite index with a detailed analysis:

I wasn’t sure what numbers you had for the composite index at the Board of Supervisors-School Board meeting but I found the following stuff a couple weeks ago, from the Virginia Department of Education (VDOE):

Specifically, there is one file that has the numbers (true values of real estate, the local adjusted gross income, the local taxable retail sales, student population, and county population) that the VDOE uses for each school division:

A couple of things I noticed:

Just looking at that, for some reason the state seems to think that Caroline County has more property value compared to county/student population than Spotsylvania County for some reason.

Also, the county’s population seems to be lower than it should be. According to Bureau of Census figures given to the FBI in 2005 for the FBI’s Uniform Crime Report, the county’s population was 23,390. According to a story Ellen Biltz did (Region’s crime rate up, bucks the trend) the county’s population grew by 10% in 2006. 23,390 * 1.10 = 25,729. However, the composite index’s information says the county’s population is only 25,109. That’s only a 7.3% change. You could probably safely say all of those estimates are low considering Caroline County was named the 10th fastest growing county in the United States in 2005 and one of the fastest growing in Virginia in 2006. Director Fuzy put the county’s population at around 27,000 in a recent news story (Electronic alerts coming).

Furthermore, the composite index’s information states that the county only has a student population of 3,911. However, according to another report from the VDOE (at https://p1pe.doe.virginia.gov/reportcard/report.do?division=17&schoolName=All) the 2007-2008 student population for Caroline County Public Schools is 4,171 students (not sure why they say the student population went down from 2006-2007 to 2007-2008 in that report either).

Using the 25,729/4,171 population for the county and student population resulted in the composite index dropping to 0.3631, just below Stafford County’s. Using the 27,000/4,171 population figures the composite index drops to 0.3573.

Also, there are/were several bills that would affect the composite index going through the General Assembly but a couple of them have died already:

Anyway, back to the agenda:

  1. Proposed Fiscal Year 2008/09 School Budget

Actually, it was a non proposed preliminary (or some such) budget. The highlights included a 6% increase in teacher salaries and an operating budget of $39,300,000. However, Chairman Thomas said that that budget more than likely wasn’t feasible based on the state cutting over $1,000,000 due to the composite index.

  1. Next New School Discussion

They did not discuss where the school would be, only how they would pay for it. Chairman Thomas said the county was almost at the maximum amount of borrowing that their financial advisor had suggested in guidelines.

The only solution that was put forth was a bond referendum on the November 2008 ballot that would also include an increase in real estate taxes to pay back the bonds.

They seem to be having trouble figuring out the day for some reason. First, it was the 4th as announced at the last Board of Supervisors meeting. Then it was the 5th according to the ticker on the county website. Now, it’s the 4th according to the February Message from the County Administrator:

The Board of Supervisors will hold its regular meetings this month on Tuesday, February 12 and Tuesday, February 26 at 6 p.m. at the Community Services Center. In addition, a joint worksession with the Caroline School Board will be held at 6:30 p.m. Monday, February 4 at the Community Services Center.

Wireless telecommunication pilot program begins February 1

The Caroline County Board of Supervisors has teamed with Virginia Broadband on a pilot project to allow residents to telecommute from the Community Services Center located at 17202 Richmond Turnpike (adjacent to Bowling Green Primary School) in Bowling Green.

The details of the new service, initiated by Board Chairman Floyd Thomas, are as follows:

  • Available every Friday beginning February 1 from 8:00 a.m. until 5:00 p.m. in a reserved room in the Community Services Center
  • Wireless Internet connections will be available
  • Partitions will be used to separate work areas and allow for privacy

The new program will be monitored throughout the month of February to determine the level of public interest. If there is sufficient interest and participation, the program will continue beyond February.

Commissioner of Revenue Sharon Carter gave a presentation on the “Composite Index of Local Ability to Pay” which is used by the Commonwealth of Virginia to determine how much money each school district gets from the state. According to the formula used by the state, Caroline County is better able to pay for their schools than Spotsylvania County!

Why?

Because the formula uses the county’s true values of real estate that is assessed even if the property is exempt from real estate taxes!

Say like 22.2% of the county in this one area called “Fort A.P. Hill”!

And as required by the Constitution of Virginia: “All assessments of real estate and tangible personal property shall be at their fair market value” even if the property is exempted from taxation!

And before you ask, I doubt that Fort A.P. Hill brings that much money into the county: the base has a small amount of personnel that are permanently stationed there that would be spending their money in the county, there is a negligible civilian personnel (outside of force protection and fire/rescue) there compared to Naval Surface Warfare Center (NSWC) Dahlgren, for example, that would bring in money either.

Bravo, General Assembly, Bravo.

One citizen expressed concerns regarding his property values and safety concerns of having another power line run through his property with Dominion Power’s plans.

One citizen expressed concern over the (extremely stupid) regulations that the Planning Commission is considering.

Floyd Thomas tentively allowed public comments on the Ladysmith Sub Area Plan (which normally wouldn’t be allowed since it was on the agenda) but rescinded the courtesy after one citizen decided to read verbatim from a letter he had sent to the Board after being told not to do so.

Caroline County to spend $700,000 on land for the Sparta fire station…

That was already paid for by volunteers at Sparta Volunteer Fire Department?

From The Free Lance-Star: Less is more for Caroline station:

Estimates in the report put a $700,000 price tag on 2 acres and almost $2 million for the station itself. Designs will cost $200,000 and a construction contingency of $265,300 is included in the proposed budget.

The Caroline Progress also reported that the $700,000 was to purchase land as well (I can’t locate a copy of that edition [might have been used to house train a dog]).

From the November 9, 2005 minutes of the Emergency Services Commission (ESC) on the proposed Station Replacement Policy:

Example: Some stations that need to be replaced have already purchased land in different locations for a new station. Sparta station 4 at the top of the list. Based on the criteria in the program, if it meets that criteria it will be one of the first to be replaced, because of the fact that is sits in a flood plain and has had damage from rising waters, they have outgrown the facility and it is a dated facility. They have purchased property on the top of the hill across from Salem Baptist Church, but they want a stake in the building.

Of course, that isn’t the funniest part of the minutes (Ibid):

The Board did set aside $1 million dollars in the 2006 budget for Sparta’s building, but turned it over to the Commission, we need to act quickly so we do not lose the funds.

From the September 13, 2006 minutes of the ESC:

SPARTA FIRE STATION’S $1,000,000 IS STILL IN THE CIP AND THEY HAVE BEEN GIVEN PERMISSION TO START THE PROCESS FOR A NEW STATION. INCLUDED AN EXTRA $500,000 DUE TO THE 1 MILLION ESTIMATE BEING SEVERAL YEARS OLD.

ARCHITECT FOR STATION REPLACEMENT: CAROLINE COUNTY PUBLIC WORKS AND PUBLIC UTILITIES HAVE SPLIT INTO TWO DIFFERENT DEPARTMENTS. GAVE PUBLIC WORKS AND MR. RAMSEY THE ABILITY TO OVERSEE COUNTY BUILDINGS. COUNTY ADMINISTRATOR PERCY ASHCRAFT ASKED MR. RAMSEY TO OVERSEE THE ARCHITECT FOR THE SPARTA BUILDING. MIKE BROWN STATED THAT HE HOPED THEY FOUND AND ARCHITECT WHO UNDERSTOOD FIRE-RESCUE AND NEEDS OF PERSONNEL.

SPARTA IS OUTSIDE OF THE STATION REPLACEMENT POLICY AND WILL NOT BE HELD UP. ARCHITECT CAN DESIGN A BUILDING THAT CAN BE REUSED BUT MAY TAKE TOO LONG FOR THIS BUILDING. MAY LOOK AT A DESIGN BUILD FOR THE SPARTA FIRE STATION.

Yeah, I’m late with this but you get what you pay for (hint, hint).

BPOL Ordinance: (Someone correct me if any of my numbers are wrong) As originally presented, the new ordinance would exempt the first $50,000 of receipts from tax and would exempt the license fee up to $25,000. At Bobby Popowicz‘s (Port Royal) suggestion, the license fee was exempted up to $50,000. Approved.

Unfinished Business:

Adjustments to Water & Wastewater Rates: The reason as stated for the proposed increase was to help stop Caroline’s need to subsidize the system as the county is currently doing. Hearing was continued. Caroline Rural Alert #2

From the Caroline Rural Alliance: CAROLINE RURAL ALERT: Public hearing on barn and chicken coop ban postponed:

Dear Caroline Resident,

Well, attending the Planning Commission worksession yesterday evening was a waste of time. At the outset of the meeting, the audience (all three of us) were told that since this was a worksession and not a public hearing, there would be no open dialogue permitted between the audience and the Planning Commission.

The Planning Commission decided to continue the January 16th Public Hearing to a later date due to the size (81 pages) and complexity of the changes they are considering. I wish they had decided to cancel the public hearing BEFORE publishing a half-page announcement in the Caroline Progress.

The one thing I was glad to be present for was the short discussion about grandfathering and whether Caroline County has the right to limit grandfathering to a certain amount of time. Can you imagine a business owner being told that after 50 years of operation in Caroline, that they must cease operations within two years due to a zoning reclassification? Sounds crazy, but they’re talking about it!

We will continue to follow the progress of the barn and chicken coop ban and other changes that may affect the rural citizens of the County and let you know when the public hearing is rescheduled.

From the Caroline Rural Alliance: CAROLINE RURAL ALERT: Planning Commission to consider banning barns!:

Dear Caroline County Resident,

With the Planning Commission considering 81 pages of NEW land use regulation this Monday night, we have to pick our battles carefully (you commercial property owners are on your own, sorry). Just focusing on what will affect us rural agricultural (AP&RP) folks, I find three new disasters in the making. They are:

1. Restricting the construction of agricultural buildings (barns, coops, silos, etc.) to “real estate devoted to the bona fide production for sale of plants and animals” only. If you’re not in the business of selling plants or animals, NO MORE BARNS FOR YOU!

2. Banning the outdoor storage of goods for farm supply stores. Mom and pop farm stores like G+G Hardware could have to erect costly fully-enclosed buildings to store lumber and other materials that are normally stored out in the open or under a canopy. Could be a fatal blow to some locally owned small businesses.

3. The establishment of Minimum Road Frontages for the RP and AP districts. If you don’t have at least 175 FT (RP) or 250 FT (AP) of road frontage, you may be in danger of becoming a “non-conforming use,” and just like those houses that are too close to the road, you may be denied a building permit the next time you want to repair or add on to your house.
